But what would you expect to accomplish with "0" that cannot be done with "1"? The value is the minimum number of lines in a page, if there are 0 lines, the pagebreak is between elements and not inside one, so these properties do not apply anyway.
I guess some readers will treat "0" or lower as "1", but maybe others will simply ignore values of "0" or lower.
