Actually, he is prevented from creating a signature line at this time. Not until he makes a certain number of posts.
MobileRead dos this in order to control rogue members who decide to join merely to go on a spamming mission. In this regard, new members must be on MobileRead for a couple of weeks and make a certain number of posts.
When these conditions have been met, then any member is allowed to create signature lines - as long as they follow the guidelines for creating signatures.

The dialogue above will help produce at least 100 more pages of dialogue.
