Publishing to Kobo Vox?

How does one publish (in full colour) to the Kobo Vox? I own a bicycle shop, and a local map maker here has successfully published three editions of a mountain bike map book. He's interested in publishing it as an e-book, and the Kobo Vox is an obvious first step as it's a Vancouver Island (BC, Canada) map book, and Kobo has far and away the largest marketshare here. The formerly "Just for Kobo Vox" books are now also supported in the iOS app too (potentially useful for people wanting to bring it with them on the trail).

I take it these aren't straight ePubs? How does one go about publishing "Just for Kobo Vox and iPad"?
