Android has true multitasking. iOS has a half-baked multitasking solution (though it's obviously relative, what I call "half-baked" Apple calls "multitasking as it's supposed to be", which I interpret to mean "the way we want it to be"). I don't know about Windows. The Linux kernel in Android can certainly make use of all the CPU cores.
