Free (Kindle) Taking a Stand by Kenneth Casper [Mystery/Thriller w/ some Romance]

Taking a Stand by Kenneth Casper appears to be a mystery/thriller with strong romantic elements, based on the reviews which concentrate mostly on the suspense plot (rather than a dedicated romantic suspense, although apparently the author did write those for Harlequin and still does their NASCAR romance line), free courtesy of publisher Bell Bridge Books. This is set in the same small town as Casper's mystery/thriller As the Crow Dies, which we received as a freebie last year (may or may not have guest characters).

Description
Homebuilder Jesse Amorado and former Air Force Captain Tori Carr come from the same Texas town but from very different worlds.
