Calibre has a built in Ebook Viewer. Even if that viewer isn't "viewing Arabic text" it won't affect what's actually in the text, and that's what's important for selling the book. It isn't really clear what is concerning you. Do you really have a book you want to view? Are you having trouble converting text from one format to another?

Calibre supports UTF8 and that supports Arabic. If you can't see it, either your book is wrong (wrong character encoding) or you don't have arabic fonts installed.
