I think you need an Arabic localization such as Piloc (http://arabic.palm.penreader.com/Arabic_PiLoc.html). I've used Piloc to test Russian and Czech pages.

You also need a parser that can output Arabic encoding, such as ISO-8859-6. Sunrise (Java version) can do this, provided you have installed the international version of the Java runtime.
